Why is this still happening?

So. Looking at the clan with the most weekly/monthly clan points. ( btw there are similar clans )
I look at the clan leaders contribution.
99% win rate.
1182.06 kill to death ratio.
On team death match..... 1,913,289 kills.
28 deaths.
It is about time this sort of stuff is put an end to.
The game is unfair against the main player/clan community.
This is not competition.
This is abuse of the game system.
Why has NOTHING ever been done?
Answers on the back of a postage stamp please.

I was always more a fan of the old clan point system, in EU you were able to see both rankings. It's a waste they ever decided to base the system on EXP.
