AMD GPU Low usage
So I'm using an RX580 Sapphire Nitro+ 4GB with an Ryzen 5 1400 , 16GB of ram (2*8) and when I play CF my GPU usage is around of 10-30% and Core Clock is around 300-400MHz instead of 1490MHz even through that GPU is overclocked in MSI Afterburner at 1490MHz Core Clock and 2000MHz Memory Clock. Anyone is having or had same issue as I have ? When in other games I have 200+ fps (CS:GO, Valorant, etc.)

CrossFire is a CPU-dependent game (CPU based game OR CPU bound game) since it handles all of your CrossFire's operations and the rendering. If you don't have a good processor, you'll create a CPU bottleneck, affecting the GPU. And remember: currently, the CrossFire game is not well optimized. So, here GPU usage is bound to be lower, and we cannot do anything about it (only our dear developer by releasing fixes and patches).
I used to have a similar problem on NVIDIA GeForce. How did I solve it? I selected "prefer maximum performance" in Power Management Mode option under the tab "program settings (CrossFire)" on the NVIDIA Control Panel. Note: on a laptop.
It would be best if you try to search for something similar in the AMD Control Center.
Recommendations:- Open Afterburner, and select the "Enable unified GPU usage monitoring" box. Test it.
- You can look or consult at Power Limit and PowerPlay.
- If nothing works, It's necessary to uninstall the GPU driver. Have you adequately uninstalled the previous display driver, with Display Driver Uninstaller. It would seem that it may be a driver issue, but I can't say for sure.
