Xigcode 0xE0191009 error

Just downloaded the game, and it doesnt open at all. the patcher loads and hgw loads but the xigncode little blue thing at the bottom right doesnt load and i get this error which says that i have either no disk space which i have abundance of either my antivirus blocks the game which i turned off or that my firewall blocks the game which i made sure it doesnt and i already added ports manually.... i have downloaded the game 3 times and reinstalled it like twenty times and still nothing new, same thing.

Checked it all updated and good.. the game already released a patch and still the same thing
