VIP exchanges
How about giving us a chance to swap with different VIP weapons/character with same worth but with additional extra fee for exchange? with the exemption of package ones.
Perhaps 1 chance per account or once every year or certain event's? I know few reasons why you might not want to implement this but it's worth a try
