I have no problem with the weapon being available through spin the wheel but I hate that they tie it to the anniversary ribbon which mean if u aren't lucky enough u lose the chance to get the ribbon -

i think it's been said you don't have to win all 4 pieces to get the ribbon. i think you just have to spin the wheel. -

just received a reply from support telling me
Please note that you need to complete all 4 pieces to complete the mission in order to get the Ribbon.. -

Each week will have a featured fragment to win, collect all 4 to earn the Scorpion EVO3A1-Ambition
There are many ways to earn spins, like:
Login will grant 5 Spins (per day)
30 Minutes of playtime on the weekly featured mode will grant 10 Spins
Spending 100,000 GP will grant 10 Spins
Spending 10,000 ZP will grant 50 Spins
