Hacking GateWay Initializing issue

I have an issue running HGW when starting the game.
It gives me ( initializing.. ) instead of ( step 3 .. step 4 .. step 5) .. etc
I have tried restarting my PC, the router, turning all antivirus programs off and even reinstalled the game .. but nothing worked.
it's been 4 days now.
hoping for a quick solution.
