Sorry pal, I tried looking for the said new repair button in my storage, item shop, millage shop as well as black market storage but I found absolutely NOTHING

he likely means the new button for the Combination page that has the different colored M4 Guan Yu skins that you have to collect stuff for to make.

As of right now, according to patch page, the materials for those are not yet available in the game it's just a useless page for now. Likely with the next update we'll see it get put to use is my guess.
