Regarding kick and blocking pm

Little rant I guess you can say.

I logged in to work on an event ran into two idiots that were clearly from NA that kicked anyone including me who could shoot back. They don't mind killing people who don't react fast enough so I switched sides because they wouldn't stop spamming local with gibberish trash talk. They were going to lose so one of them left room and quickly kicked me, cool everyone gets kicked but they still ran their mouths, so I joined there room again and called them out and yet again anyone decent gets kicked and they leave the egys to kill off.

I guess they were butthurt because they suck so they kept pming me and I pmed them back, I didn't feel like making a whole post since I was like whatever but like 30+ minutes after these idiots still pming, guess they still butthurt about losing which I didn't reply back to because I was tired.

So I'm wondering how do you block idiots from pming without being in the same room and whats the penalty for kick abusing. So wish I could post shame them but not worth the infractions.
