Reporting someone

I've never done something like this in years but I feel like this time I have to. Recently someone insulted my continent and my ethnicity and I just wanted to ask where do I go to report him? Is it the regular "Hacking Report"?

Submit a ticket under complaints. Say you want to report someone for harassment etc. Give them the IGN and screenshots.
