No there is not. In EU Ghost-X was obtainable permanently through Toe Tags, in West you can only obtain it for 7 days from the platinum box in Final Arena ZM. I really like the character too and think it should be implemented in Toe Tags too in West.

Is this the tactical Suit in NA? I thought it was perm from ZM crates or am I confused with another skin which is perm in ZM boxes?

SWAT Camo is the only permanent character obtainable in ZM. It's indeed called Tac Suit M(ale) and Tac Suit F(emale) in West.
