new section to expose the hackers in the game

section name : Hackers Grave
the section will be for all players to post videos/replays about all the hackers they meet in the game and start a discussion about it , so other players take caution and kick those players whenever they see them and not share any gameplay with them in normal and ranked
after that based on the results GMs may & can decide if the player if he is guily / not guilty and close the discussion.
