I'm just wondering how long does it take to ban someone who's blatantly cheating and what will happen to those who are getting boosted by a cheater.

It takes some time to review a hack report, you'd have to be patient. People deliberately teaming with a cheater are punishable too.

Normally whoever is banned for cheating, it's permanent and their name removed from the list.
Now how long they are banned, that entirely depends on who is reviewing the hack reports.
