It's about luck. I've seen people win it from 10 and I've seen people have to open hundreds.
In the end, remember that it's a gamble. And you should never gamble more than you're willing to lose.
Keep in mind you can buy DE-Silencer crates from the EP shop as well.

i opened like 100 of DE-Silencer and haven't one yet.
But friends of mine opened like 10 and won it twice... its all about luck

Until now Ive spent exactly 689.000 EP according to the purchase history, many on this crate, and NOT A SINGLE WIN... So keep spinning and try not to miss events that reward big sums of EP. Good luck

This is the most amazing desert eagle and sadly i spun a lot of crates on it (above 200) still no luck but i'll keep trying until i win

I opened 10 crates at 4 pm and won it from 5 crates :x Its only luck

I actually really like the design of the silencer, before COP got released it was also my go to sniper bag pistol because of it's fast switch. And come on, a silencer, that's always nice.
