5 ticket limit?

I would like to know who the fool was who made a 5 ticket report limit, seeing as how i see a hacker in every match today and yesterday, im unable to report people after my first few matches everyday, meaning that all other matches i play throughout the day i have to deal with hackers that cant be reported, and since 99% of people dont even care they just leave and dont report, i think this needs to be changed immediatly, if you people even care to make this game better you need to start listening to us players and start taking into consideration of our ideas to better the game.
