Allow any ongoing Ranked Matches to be spectated with Spectator 2.0

A rather short request on my end, but I figured this would be a lot easier on anyone who is tasked to catch any cheaters in ranked.

Ideally with a Player List which shows who queued up with whom to catch any rascals that like to queue up with Cheaters to keep their own hands clean.

And to avoid Ghosting, incorporate a generous delay on how synced it is to the actual ranked game going on.
