Regarding ping/server location

So here is a situation im finding a little bit weird.. From 2011 to 2013/14 I had a 24mb internet (cable) from a Portuguese brand named SAPO-ADSL, back then my ping was 48-52 no more than that except if I had anything turned on, like Youtube, etc.. Then when my contract with that finished, I changed for another brand named MEO which I kept the same 24mb internet, meaning I havent updated yet (still was cable internet) and my ping was always 61-69, I don't know why it changed so drastically but here comes the weird part, today, 08/08/2018 I have updated to a 100mb internet, (fiber, not cable anymore), and my ping doesn't go any lower than 60, how is this possible? Fiber internet is like 1000 times better than cable, way faster, much more mb's, ok I play on a laptop ASUS X54H, but how its possible with 24mb cable internet I had better ping than with a 100mb one? I dont know if the server changed location or is lagging, but this isnt normal...

Few months back myself and others ping went up but I had no change in isp in that time, had 17-18 went to 40+ sometimes 60 never higher... tried asking but they never cared nor replied to the threads. Haven’t logged to check ping but damn if it gets higher than 60 then most likely they moved locations or some cost effective measures are in place.

Oh and btw I get under 30 ping on runescape USA servers but get 40+ on NA servers in crossfire and I live close to z8... cf logic for ya.

I bet many people will be like "oh you play on a laptop bro" like wtf? I get 60-70fps constant, weird thing is I upgraded from 24mb internet cable to 100mb fiber which is 1000x times better, and my ping still the same, it should lower alot, well, I changed today, and the server has been crashing everytime but yeah sure, i play samp roleplay and my ping also lowered, but z8 remains the same..

Eu servers are located in, or around Frankfurt (Germany).
i moved a month ago like 100km away from my last house with 100mb cable, to 16mb dsl and my ping went from 28ish to 19ish
