Event 9th Anniversary Ribbon haven't collect?

Today,
I look up to my Ribbons, and I saw, wait a Minute, 9th Anniversary Ribbon have not collected, what the hell?
I did all the tasks, and I got the Name Card for Perm, and the Spray Perm...
But why does the 9th Anniversary Ribbon dont collect?
