this problem occurred with me too, put i solved it by using VPN. to solve it:
1) Download Hotspotshield from here: https://hotspot-shield.en.softonic.com/
2) install the program
3) run and click on conncet
4) Download the new update
Easy.. have fun

Im not using a VPN lol. And what exact network am I connecting via VPN to? That is stupid. If you need a VPN, then it means there is an issue with your firewall or your network is blocking this.
