Question about the clan. Important

I have a question. Im a leader of a clan. Now other clan want to make fusion with us, so my friend will delete his clan ( he is a leader), and he wants to join my clan.

My question is, how to make the thing that, when he will delete of leave his clan, how he can transfer his clan pionts into my clan.

Ealier that was possible. When the clan leader will delete his clan, and he will join new clan, and after my accepting, i will make him lutenant, he will transfer all his points into my clan. Is it possible?
Can you explain for me and for other people, couse i guess many people have the same problem, and there is no info about that, how its working.
