I'm just wondering who the Administrator is because I've got this "COPPA Information" thing popping up on my User CP, even though I'm like 20 years old

I'm 38 and I get it as well. It's a bug in the forum database which will hopefully be fixed soon. If you need to alter your profile just provide an email address other than the one you registered with in the parental email field.
