FPS Problem

Well I'm having FPS problems. I run anywhere between 15-21 fps. I run Game Booster. Without Gamebooster I run 11-13 fps. I also turn off all programs,Anti-Viruses. It's also a new PC. I have 3GB of Ram. Any Help would be great!

Well, if it's a new computer... I'd suggest downloading the current drivers for all your hardware. Should be a good start.
