Inconsistent FPS/Ping
Hello,
After deciding to pick up on playing after several months, I've ran across some major issues dealing with FPS/Ping. I've noticed after reading around I'm not the only one with Ping related issues, So I'm not going to go into that, but rather see if I can try to even out my FPS.
As of now, when I join a game my FPS takes massive drops when I shoot. When doing anything else it will go anywhere from 60/15 randomly. I'm using Game Booster, used Ccleaner recently, and have my antivirus turned off. Lowering the graphic setting seems to make my FPS worse. Now I know my laptop is horrible, but I can play WoW on at least Medium/High settings without any trouble. (Yeah I know WoW doesn't have top-of-the-line graphics, but I know they are at least the same or better than Crossfire.)
So does anyone know what I could do about raising my FPS, and maybe lowering my latency?

Intel® Celeron® processor 900 2.2ghz
3.00Gb of RAM
Microsoft Windows 7 Home Premium Edition 64-bit
Integrated Intel® Graphics Media Accelerator 4500M (64MB dedicated system memory, up to 1695MB shared system memory)
