Firewalls are used to stop unwanted 3rd person program and/or virus to come through, it shouldnt be able to stop someone from downloading or installing a program, maybe he did a parent filter to deny access to some material online.

oh ok, thats good, CF does not have anything bad, or shouldn't, we have a parent filter already, and i could play just as well.
