Windows 7 Ultimate 64bit Ping

Okay first of all.
System specs :
- 3gb RAM
- ATI Radeon 2600 HD 512mb (graphics card)
- 2.2ghz single core Pentium processor

Question :

I used to have Windows XP, and back then, my ping was stable at 177-178.
NOW then again.. I uppdated all my parts inside Pc, the FPS doubled (now 120-ish) , BUT.
Now my ping has become unstable. Its jumping around 190-260.
I dont know if its the windows, or is it some lagg that Z8 server is going thru.

If anyone has any suggestions, please tell me

Tried solutions :
- Gamebooster
- Defragmentation of Pc (altho Pc is only 1 week old now..)

turn off modem/router for 20 seconds so it can refresh your connection if that doesnt work then its mostly likely alot of people are using the same ISP as you at the same time causing more traffic

Tried that now... no change in anything.

At second attempt, 1 hour off.. no effect.
