fps inprovement help lol

i got a pc that sucks by it manges to play this game at 20-30 fps. system specs 32mb of ram 64 mb video card 1.5 amd processer. i had to send in my computer for repair so im playing on this one. i know on css source some people had fps scripts that like took out unessary things like tree tops sky things like that. is there anything that is not breaking the rules that will help me with fps?

First of all check that your anti-virus is not scanning.

Second press Ctrl+Alt+Delete and go to Processes and
under CPU see if the value of any of the running processes
is higher than 40+.

Note: Do not mess with any processes with the following User Name
SYSTEM
NETWORK SERVICE
LOCAL SERVICE

Now go and download Ccleaner and install it then check EVERYTHING
and click Run Cleaner.

Get the latest version of GameBooster if you don't already have it.
