Is that kill and steal?

Hi everyone,
what is a game rule here, somebody call as "kill and steal", but if different nation that seem pvp mod. God! i feel supprising about this, just immagine my feeling as you, when you nearly finish destroy metin stone and they come to kill you then just 3hit they break metin and take all item... what is your feeling? that is my real feeling.
Today I (level 43) was party with Mage Level 39) to level up. And when we were breaking metin (lvl45) locates outside and near entrance of Fobidden Temple in Nula. Nearly finish, suddenly, Blue Female Suras nick "suthek18" level 80, came and kill both of us (2 times) then broke the last metin very quick in 7 seconds not enought for us to revise than she came took all items.
I told her that was "kill and steal" and she said that is pvp mod. it's very good pvp rule like this... i have no idea with this. Even i told her "kill and steal" and can report to GM, but she replied " go ahead, it's pvp mod"....

She is correct. As long as you're not the same kingdom it is not considered Kill Stealing, it's the PvP component of the game. You would know that if you had read the Terms and Conditions:

[6.1]Kill Stealing
Kill stealing is when a group or player attacks a mob(s) that another group or player from the same Kingdom and is not in free mode has already attacked.
We encourage courteous and respectful behavior from our players and hope that Kill Stealing will be avoided through communication with other players.?We will only take action in cases were a video/screenshot clearly showing the offending person’s name and offense is provided to us.
