Suggestions how to threat a hackers

why our GMs did not make a list of the banned hackers and announcement it in in the forums if i was playing with hack and see updated list bout the banned hackers maybe i will think again about this but every hacker after we lost the game we said hay i will report you he said oh sh**t go ahead as he know there is nothing gonna happen but if he see updated list about the banned kids maybe he will think again when he start the game with hack

anyone agree about this ?
