Custom UI? Custom Killmarks?

Why are we not allowed to have custom killmarks and make our own custom UI?

I can understand killmarks because of ranked gives you a special killmark but why the UI

Way back when you used to be able to change almost anything, UI (I loved the graffiti UI), killmarks, killmark sounds (I used the halo killmarks, it was pretty awesome!), I'm pretty sure that's all patched now though, sadly. I don't remember which mod made it (nattnatt?) but someone made a super simple program to customize it. Someone confirm that program no longer works? I don't even remember what it was called...

I just think they don't want you to mess with anything in the game files so they had to exclude all customization.

It's quite sad since most of my fun times playing this game was having custom sounds, custom UI's and custom killmarks to keep it always different for myself.
