Any crate acquired from anywhere will count. So yes, if you win a weapon from crates bought with EP from Shop, you will get the ribbon. If you win a weapon from crates acquired through completing events, you'll the the ribbon. GP crates count too.

Got the xm8-advanced, a weapon I've wanted for so long and just couldn't get back in 2010 when I opened a lot of crates. Now I opened them again for this event and got it in 15 crates. It's a win-win for me
