suggestion for helping to kick hackers

I suggest implementing a kick on sight rule where if you see someone's hacking and don't try to kick him out and knowingly let it go on you risk getting the same punishment as the hacker because I get so many games where nobody kicks and just lets it go on I know its a long shot but I had to at least suggest something like this

The main issue with kick on sight is that people will abuse anything they can abuse for the sake of abusing. Even if there’s a repercussion for false accusations, it won’t matter; thanks to the “well if I can’t win then nobody can” mentality.
