Maybe increase the level to join rank to major 1 this will decrease the hacker level in rank match. Yes GM banned hackers but there is nothing stopping the hackers from creating a new account, leveling it to Second Lieutenant 1 to start hacking again because this rank is to easy to gain in 1 day or so.
