Who does KVS take into consideration?

Hello everyone, we've been discussing about KVS for a while now, discussions getting heated and posts getting way to long to read through; so I wanted to switch things up and talk about other aspects of it since right now there is no point in discussing if KVS should or should not be active on all modes anymore.

What I want to talk about is the way KVS works as in who it takes into account: Whenever there's a voting, there are some people that don't even care to vote F11 or F12. They neither want That Player to stay nor to go, they couldn't care less about him in fact. So if they are pretty much abstaining from voting, why is it that we have to take them into consideration? If they choose to step aside, why is it that we have to endure the situation they are putting us through for their lack of response?

I want to know how would you feel about this idea:
I propose that KVS should only consider those who actively participate in the voting.

Several times I've seen a hacker/glitcher/bot stay in a match just because people won't care enough to press a button even though it doesn't take much effort, time or attention to do so, they simply don't want to partake (or don't even understand what the voting is about).

That's pretty much it guys, just an idea I'd always had in mind and actually I think this has already been discussed before but I'm throwing it in anyways.

So let me know what you think, if you agree or disagree leave a comment or post your own ideas and we'll see where this leads us.
Have a nice day!

Edit:Can a Mod move this to suggestions to avoid a re-post? Thanks!:D

English please. it's kind of a rule of the forum....

    as for the actual topic...

I wouldn't say they that Vote Abstainers should NOT be counted completely. But maybe not the full equivalency of an actual vote? As while you can generally assume they don't care one way or the other and especially with the ones that don't vote kick vote after kick vote. but sometimes a person or two might actually miss their chance to hit f11/f12 because they are busy playing and didn't/can't take the time to see who is being kicked, by whom, and then to press one way or the other. I know i've missed a few here and there because of that. Though yet at the same time if you count them at all....then it has to be for the side of f12 to be on the safe and that can be an issue as well.

Regardless i'd love to test out more changes to the KVS to find out if anything actually works. And by works I mean helps to get rid of those who need to be kicked, hackers/glitchers/etc but helps prevent legit players from being kicked for stupid/silly reasons like simply being Ace, being hero, or so many other reasons why nabs kick random people.

I'd also put up to discuss the idea of why should everyone have the same weight in the vote? Should some players who have been playing longer, have honorable ribbon, have been proven to successfully report hackers and so on and so forth have more weight to their vote than someone who is newer/low rank/no honorable ribbon/never reported a hacker successfully?
There are many + and -'s to changing the priority/weight of the system and what those changes could be based on and should be things worth considering if the KVS is considered to be an important enough feature.
