When will blackmarket perm. weapons recycle ? Does anyone has a clue ?

If you're referring to the coupon weapons, they will probably be changed on the first patch of february, but it's just a guess based on the previous changes that happened then as well, there is no official confirmation.
If you're referring to the perm weapons you win from crates,that's a lot more complicated. There are seasonal/limited crates (i.e christmas/noble crates) which are usually taken out of the game in a month, and there are the regular crates which could take years until they are removed.
