patcher stuck

so i followed all the steps for instalinng this game and i even allowed my firewall to allow this game yet for some unknown reason my patcher is always geting stuck at 97% and somtimes when i close it and started it up it loads to 99% but then gets stuck again and i repeat the prosses of closing it to have it get stuck again at 97% i dont even know if it is even patching anything at all i mean it patches to 97% in like 4 seconds then stops plz tell me what else can i do to make it finish what ever it is it is doing
