This suggestion is to the point really so you don't have to read too much.

If a player(1) queues with another player, that is later deemed to be hacking, the player(1) loses their rank.

This would prevent wlr farming and will reduce the amount of hackers in ranked matches

How about removing the penalty for leaving in the first 2 rounds of the game? If you see an hacker leave in the first 2 rounds without losing points.
Also removing the penalty for not playing ranked matches WHEN THERE'S NO PEOPLE TO MAKE A FULL MATCH!
