Can I transfer or give a vip weapon to another cross fire account?

unfortunately, you cant.

You cannot transfer any items or weapons to another account. However, you can gift ZP through some of the Prepaid Card options (this function also depends on region as well). When you select a Prepaid Card method, there will be a "Buy as Gift" option.

but u can send gift ZP

You can't give someone your vip but you can gift him zp or use loggin to his account and buy him the zp yourself
