Just saw someone win one but I can't find it in the BM. Was he sitting on some old LE crates or something, or can I win one somehow?

If you bought the 80 USD deal, you'd get 100 Chroma crates, and 10 Cheytac graffiti crates along with 10 AWM pottery crates.
