It seems very small but for i have never miss an event in the past 2 years in summer time
Even i do some while in school
Been playing 5 years and won 0 assault rifle zip
0 snipers 0 pistol

Yeah but a lot of weapons not in vip system like cop (pistol) ...

I agree with this. If your luck is that bad then you better off buying the VIP weapons. I think my luck was better with the older black market system.. who knows though.
I have won sometimes with event crates but I think the thing with the event crates is you don't really get enough to have a big chance to win in 1-20 crates. Maybe if you save EP and buy like 100 of an EP crate you'd have higher chances of winning -
