CF_Client Error 31_9.. (not willing to reinstall the game< slow internet.)

Hello, i would like any solution for this other than reinstalling the game. My internet is very slow to download 4gb. :,(
You just downgraded the game instead of upgrading it.

Hey what about that failed to connect to host server thingy? is it fixed?
If so im thinking that reinstalling is 100% worthy. lol
