Short answer: Yes.
Long answer: Yes.
I don't even know anyone with all of them but this game has been out for too long for someone not to have gotten all of them. Now whether there is someone active that has all of them or not is another question, but I would guess yes as well although that may be up in the air as new ones are added rather frequently. I can garuntee that there have been many players who have gotten all of them at one point or another throughout the course of the game. -
