Why is this m4a1 silenced not in game?

In the Mercenary Camp i found this gun.
Why can't we use this gun in-game?

I think it would be a good candidate as a pemanent MP shop weapon

I agree it would make a great addition to the MP shop if it could be added. No one has it, it's a type of gun a lot of people would like, and it's silenced which would be GREAT for the Ghost mode community too.

Where can that m4 be found in game? I have never seen it. But yea it would be an amazing choice for Perm Mp item.

Can we stop talking about the 30 ribbons award? Its 10k gp and it's not going to change. The GM's have stated it multiple times. It will not change. It's time to move on.
