In the Slaughter Tickets it says that there's a higher change to win a rare item by killing the higher level monsters, is there a page where it says the level of every monster?

Don't think there is.

When I asked, people recommended me the Green mutants (Those who speed up every now and again)

But overall, I think it doesn't make THAT much of a difference. The amount of tickets you take in does.

The slaughter tickets increase. By how many you bought at the same time. How many you use at the same time. Higher rounds (Boss rounds) gives also a higher chance to win the perm items.

There's no list like what you're asking. Just think about which zombies take the longest to kill. Obviously the bosses (Final Arena), but non-boss, probably the green mutants or on ZM3 Tower, the little ice minions (don't know their name). They take a long time to kill, especially on Nightmare mode.
