Hacking isn't the only reason a person could get permanently banned. Things like sharing account, changing game files, etc are all bannable offenses.

However, you stated something about "chargeback" in your first post. Are you saying your account is banned because of a chargeback? If so, then you simply need to pay the amount you owe and you will get your account back.
