Well, it looks like a memory card (and google confirms it :P )
I guess from the letters as well as the CCCP on the bottom right, that it's a soviet memory card from the first computers the Russians made.

That seems logical enough. I'm guessing there aren't many still around, so it's probably a collector's piece.
Also, my my how the world has changed. Back then 1 kb was impessive and now my 16 gb sd card is not enough for my cellphone :P

no. it was a price of NEW item. 1040 soviet rubles. i.e. 1733 USD in that time.

and last. that memory cube was assembled MANUALLY. every item was assembled manually. Maybe that's a reason of that mad price of new item..
