how can i report

i reported a hacker
how can i know if they watched my replay
and this hacker changed his ign
can they still ban him

You won't know. and you wont know if he got banned or not.
All you can do is report him and hope for him to get banned, and I wouldn't recommend stalking though as it takes a long time to ban someone usually.

I'm not sure about IGN change, but I hope they can still track him.

I would say you need to put more detail than that. Put as much detail as you can including timestamps of obvious evidence and the type of hacking in the comments.

... but you can wait up to 8 years ... from my experience from 100+ reports and trust me i report obvious hackers like walk through wallk, shoot through walls, speed move knife.. etc - you don't be an expert to see those players are use hack ... and i only get 10 reports closed until today ... and i play since 2010 ..

here is page 6 (with most closed reports) from a total of 12 pages with 10 reports / page

...and first 3 pages (with most recent reports) have no status like yours ... so we must wait


P.S. But i keep report those players ... hoping someday they change something and all those players get permanent bans ... until then only hope remain.

It's been said multiple times by players and GMs alike that they sometimes don't close hacking reports. Just because it's open doesn't mean they haven't been banned. They don't have status anymore to say whether they are open or closed.

What should i do
This was a td match knife and he used flay and speed kinfe hack +he used the hack all the game not in a specifc time

Explain that in the comments, and look for some examples of time when he uses the hack. So for example you can see him respawn and start speeding at 1:23 or something I would put 1:23 in the report like this: "1:23 speeding, 1:35 fast knife, 2:00 fly hack" etc. just to help them save time and verify the player is cheating quicker.
