What Specs to Have for Minimum 100 FPS?
So ive been using a 1996 for about 6 years now, and Ive played this game with 35 or less FPS since then.
I want to buy a new desktop but it should be 230 or less. Would any of these give me 100 FPS or more on a 16 player room?

Basically, my question is does FPS depend on HDD capacity or RAM, or both? Or neither? Im not a computer guy

From my Knowledge, CrossFire depends more on your CPU rather than your GPU.
I remember hitting 200 FPS Easily with a pretty crap graphics card back in 2010, and when I upgraded my entire PC with a "better" graphics card, but probably inferior CPU, my FPS was a solid 20 in a 16 Man room.
Most of these you've listed SHOULD give you 100 FPS. -
well , in order to hit that 100 FPS you are looking for , 1 GB RAM is enough tho, i had a wooden pc at 2012 with 1 GB RAM and was able to get 100-150, at the moment im using these:
Intel(R) Core(TM) i5-4460 CPU @ 3.20Hz (4 CPUs).~3.2GHz.
8GB RAM.
NVIDIA GeForce GTX 750, With a video card over 6 GB.
Got also, a 256 SSD GB Disk.(gonna help you much way better, you can search for it on Google), with plus 1TB HardDisk.
Having 300+ FPS on all games, All games run smoothy.

I actually didn't know CF was more CPU than GPU...
I think from the list the Dell Optiplex one sounds good. Big 2TB HDD, more16GB RAM, Windows 7 (I don't like Windows 10). But it is a Dell and Dells can be hit or miss. Maybe check the motherboards and see if the GPU is upgrade-able for later for other games (in case CF dies). Just want to get the most bang for your $$$ so it can last you 10+ years =D -

Video memory bandwidth doesn't make as much of a difference as you think. As you've stated, you had both a GTX 250 and GTX 560 and both have 256 bit memory bandwidth, but the GTX 560 is much better.
If a GPU has a weak core it doesn't matter if it has 1024 bit memory bandwidth, it will still be weak.
The things to look out for in regards to GPU are core clock speed, memory clock speed, amount of VRAM, and type of VRAM (DDR3, GDDR5, etc.). If all else fails check out benchmarks in the types of games you want to play.
OT: If solely for CF, go for the best processor you can find. If you can get the optiplex 7010 (As long as it has the quad core you mentioned, and it's not just an upgrade option) then I would go with that.
If you can put a better GPU in, then it will help, but CPU helps more.
An SSD will also be good for load times. -
As started...all those you listed should put you above 100FPS in CF...however if/when you decide to play newer games on the market with intense graphics, it is important to have a good GPU. So make sure whatever you buy, it has the ability to upgrade the GPU. (basically avoid "integrated" graphics cards.)
