Unable to whisp. and entering room NA1, UK2, on ranked after part. crash the game.

What does that means seriously? The user is online but when i try to whisp, it says "unable to whisp",
or even when i try to reply to a player who previously whispered at me,
the message "unable to whisp" poppup is this a bug? Maybe the player actually blocked me?
But i have one guy on friend list which, when i try to whisp at him it says "unable to whisp".

When i try to enter NA1 and UK2 the game 100% crash, also and recently since yesterday on ranked after logging in if i push the ranked match before entering any room the game crash, i need to enter on UK3 for example but then, the game crash after 16/16 player participate message poppup all time so it means i cannot play ranked match because of that.
Is this happening to you too?

MM servers issue I faced in NA 1 and UK 2 also chat and friends list was not showing in some servers.
