What are the chances on getting different perks?

I bought the ring and got this:



And every time I re-enchant I get this:



It's the only thing I get. Always the same perk. Never changes a bit.

It should in theory be 80% chance to get a different perk (I think 5 types total), but I'm not sure it actually is, I keep getting the same sort of perks too.

Dupree however claims that his Ring apparently is bugged, and somehow keeps giving him the exact same kind of perk, with the exact same stats.

I am of the opinion that he's just incredibly unlucky, but who knows. Anyone else having the same kind of issue?

^ It's the only thing I get. I got the Ring with the 3 same perks, and every time I reenchant I get the same perk too. Nothing changes.

I've seen the different perks but have yet to see anything above the 3 star quality. That's with having spent 50+ Enchantments during the release promotional event they did. But I've set up 1 ring for now to be an EXP booster and another for Zombie perks. Eventually the EXP one will become a killstreak one.

I wouldn't mind if they did an event that dished out some Enchantments as well for minor rewards or maybe they could include it into the GM crate.... *hint hint*
