This guys made glitches all the time, and even tho after I warned them, they keeped doing that.

If I remember the reporting rules correclty it isn't.
They only accept the replays saved from the in game system(.cfr files), because with any other recording system you could "forge" and edit the video.
If you have the cfr file then yes, exploiting a glitch is a bannable offence and you should send it via the hacking report system.
If not, you could wait until a mod or a gm sees this thread and they can tell you if it's enough, but without the cfr file your chances are slim.

As stated above, you will have to submit a ticket with the replay.
Also, thats a hacker in that video, and you shouldn't post such stuff on the forums.
