If by MB you mean MP then no, whatever you haven't spent by the end of the month, you will lose. Your MP balance resets 1st of every month.

No, 12k mb will get transferred to the next month, and to the next month, and to the next month and so he will keep it forever..

I think yes you can keep them. They didn't say it on the forum but you can see it in the MP in-game description.
